Home Efficiency Rebate Program (HOMES)
Home Efficiency Rebates (HOMES), offered through Save Energy Minnesota, provide rebates for whole‑home energy improvements that help Minnesotans reduce energy use and save on utility bills. Your rebate amount depends on your household income and the amount of energy your home is expected to save.
The program applies to existing single‑family homes and multifamily buildings. New construction is not eligible.
Who is Eligible
You may qualify for HOMES rebates if:
- You live in an existing single‑family home or multifamily building.
- Your planned upgrades will reduce energy use by at least 20 percent.
- Your household meets the income requirements listed in the rebate tables below.
- You work with an approved contractor once the program is active.
- Your project began on or after August 16, 2022, and meets all federal and state requirements.

How the Program Works
Here is the general process for participating in the HOMES:
- Schedule a home energy assessment.
This is required and must be completed before any upgrades are installed. - Review the assessment results.
Your contractor will model your home’s current energy use and estimate how much you can save. - Select qualifying upgrades.
Improvements must be expected to reduce energy use by at least 20 percent. - Complete the upgrades with an approved contractor.
Only contractors approved by the state will qualify once the list is published. - Verify the energy savings and complete the rebate process.
Your contractor will help document the project, so it meets program requirements.

Required Home Energy Assessment
A home energy assessment is required for all HOMES rebates. It must:
- Be completed by an approved contractor.
- Use a calibrated energy model that meets BPI-2400 standards.
- Estimate your total energy savings after upgrades. Upgrades must show at least 20 percent modeled energy savings to qualify.

HOMES rebates focus on whole‑home energy improvements, especially weatherization. Eligible upgrades include:
Air sealing
Insulation

Duct sealing
Weatherstripping, caulking, and sealing around windows and doors

ENERGY STAR® certified windows, storm windows, doors, and skylights

ENERGY STAR® qualified thermostats
LED lighting and fixtures

Low-flow water fixtures and faucet aerators
