Who Is Eligible

Your eligibility for HEAR rebates depends on your total household income and whether it is at or below 80% AMI or between 80% and 150% AMI for your county.

You can check your income using the Minnesota Commerce Department’s Area Median Income Look-Up Table.

Both existing single-family homes and multifamily buildings are eligible. Some technologies are also allowed in new construction.

  1. Check your income eligibility using the AMI lookup tool.
  2. Confirm that your building type qualifies (single-family or multifamily).
  3. Determine which electrical panel upgrades you need based on program rules.
  4. Work with an approved contractor once the state publishes the official list before program launch.
  5. Complete the installation and submit documentation for your grant.

Eligible Products and Upgrades

HEAR helps cover the cost of:

Electric heat pump water heaters (ENERGY STAR certified)

Cold-climate heat pumps for space heating and cooling (ENERGY STAR certified)

Heat pump clothes dryers or combo washer/dryer units (ENERGY STAR certified)

Electric stoves, cooktops, ranges, or ovens

Electrical panel upgrades (when required to support a qualifying appliance)

Electrical wiring upgrades (when required to support a qualifying appliance)

Insulation, air sealing, and ventilation upgrades (ENERGY STAR certified)

*Existing heat pump equipment is not eligible for replacement.
**Rebates available only when upgrading non-electric appliances.
*** Electrical panels and electrical wiring are only eligible when required to support the installation of another qualifying appliance. Stand-alone electric panel upgrades can receive the state Residential Electrical Panel Upgrade Grant. For example, a project consisting solely of an electrical panel installation would not be eligible for the HEAR rebate, but a project consisting of another qualified product and an upgraded panel is eligible.
